In response to the catastrophic July 2025 floods, the 89th Texas Legislature passed critical legislation to improve statewide disaster readiness. Senate Bill 3 (SB 3) establishes a mandate for installing outdoor warning sirens in designated flash flood-prone areas, granting the Texas Water Development Board (TWDB) the authority to set technical standards and identify high-risk locations across the 30 counties included in the disaster declaration. Working in tandem, Senate Bill 5 (SB 5) appropriates $50 million from the state's Economic Stabilization Fund to provide grants for local governments to develop this crucial flood warning infrastructure, including sirens and water-level gauges.

To support the implementation of these bills, the TWDB has released comprehensive technical guidance for local communities. The TWDB Flash Flood Warning Siren Guide outlines the strict operational, deployment, and maintenance requirements for siren systems in designated disaster areas. Furthermore, the TWDB's Alternative Flood Early Warning System Guide provides a practical roadmap for selecting, installing, and maintaining cost-effective, real-time water-level monitoring systems and telemetry networks.

Services

Rates for services and subconsultants are governed by Texas DIR Contract No. DIR-CPO-6225. Recognizing that every project and deployment is unique, project-specific quotes will be provided based upon the designated Scope of Work (SOW) and the qualified personnel available. Applicable DIR contract discounts will be applied to all project quotes, ensuring all final rates comply with or sit below the baseline Not-to-Exceed (NTE) pricing thresholds set forth by the Department of Information Resources.

Generate the purchase order made payable exactly to AECOM Technical Services, Inc. Submit the completed PO directly to AECOM, including the specific Quote ID provided by your representative, alongside the designated DIR Contract Number DIR-CPO-6225.

Warranty, Return, and Standard of Care Policies expand_more

1. Governing Terms and Ordering Documents

Return, refund, and warranty terms (if any) will be set out in the applicable customer ordering document, which may include the relevant task order, statement of work, quotation, order form, purchase order, and/or master agreement.

2. Standard of Care and Professional Services Warranty

AECOM shall perform contracted services in accordance with the degree of professional skill, quality, and care ordinarily exercised by members of the same profession currently practicing in the same location under comparable circumstances, and as expeditiously as is consistent with professional skill and the orderly progress of the project.

3. Remedy for Deficiencies and Notification Window

The full extent of AECOM's responsibility with respect to the services shall be to perform in accordance with the aforementioned standards and to remedy any material deficiencies or defects in the deliverables at AECOM's own expense. This remedy is strictly provided that AECOM is notified by the client, in writing, of any such deficiency or defect within a reasonable period after the discovery thereof, but in no event later than 90 days after AECOM's completion or termination of the services.

4. Return and Refund Restrictions

Unless expressly stated otherwise in the applicable ordering document, software subscriptions, digital products, configurations, integrations, implementation services, training, support, and related services are non-returnable and non-refundable once ordered, provisioned, delivered, or once performance has commenced.

5. Third-Party Products

Third-party software, hardware, data services, platforms, and other third-party products are provided subject to the applicable third-party provider's warranty, support, and return terms. Except as expressly stated in the applicable ordering document, AECOM makes no additional warranties with respect to third-party products.

6. Explicit Disclaimer of All Other Warranties

Except for the express standards stated herein or within an applicable ordering document, AECOM makes no other representations or warranties, express or implied. AECOM explicitly disclaims all other warranties, including but not limited to any implied warranties of merchantability, fitness for a particular purpose, informational content, or otherwise.
